People dump furniture and crap in the ditch at our hunting land. One time it was an old desk with papers still in it that had a name and address on. Not proof that's who dumped it, but it gave the sheriff someone to go talk to.
You need to get some binoculars. If I lived in the city I would be voyeuring like crazy with my binocs. The only thing I see out here in the sticks is raccoons and deer.
Probably the actual owner of the property just dumping. It would end up just being a civil infraction even with video proof. These are the worst of the people ordinance enforcement have to deal with.

Get one of those telescopes on a tripod. You never know what you'll see.
