What I CANNOT understand is how so many sane adults in this nation are allowing this insanity to continue? Where are the grownups to tell these imbecilic children to STFU and go to their room until they come to their senses?

He was a walk on in the first episode of Season 1.

Then he was a recurring character from Ep4 S1, playing the transvestite Klinger we most associate with him for the first five seasons.

Then in Season 6, upon the departure of Walter 'Radar' O'Reilly, Col. Potter promoted him to Company Clerk, and he began to take things more seriously and dropped the transvestite ruse for the remaining six years of the series run.

Maxwell Klinger was also the first featured M.A.S.H. character that was created specifically for the TV show, who did not appear in the movie or the original novel.
