It's Putin. Easily.
A. He's never tried to try to hide the fact that he's corrupt. He doesn't sneak around the edges of it trying to appear untainted. It's out there for all the world to see, he wears it like a badge of honor. That's level 1. When you're corrupt and work hard at disguising it, that's adds a layer of corrupted-ness.
