I might be mistaken but I believe that it was originally designed to be the first step to expulsion. Which, without researching it, I can't say if it's ever been used in that fashion. In this case it is irrelevant since he is giving up his seat in the House and running for the Senate. So he has less than a year and a half remaining, and by the time the ethics investigation is done it'll be 2024.
Hopefully he loses badly in that Senate race and is gone from Congress completely. I’m sure Newsome is working on getting Feinstein to retire so he can appoint his desired woman of color to the seat. That would make it even harder for Schiff to win.

But even if they investigate and prove that the guy is corrupt the only authority they have is to recommend a punishment. Then the House would have to debate it,and vote on it. So basically yes, they might spend some time on it but don't hold your breath about any actual consequences for his behavior.

After looking it up, I found out that it is used when the offense is worse than what would be worth a reprimand but not bad enough to warrant an expulsion. Which boils down to the House rules allow a representative to be a pretty large scumbag before they get upset with you. In almost 250 years they have expelled 5 members. Sorry for misleading folks with my first impression.
6 months into this 2 year term.... Speaker McCarthy is telling Lauren Boebert we don't want to rush into an impeachment inquiry. In 2 years - with the same slim majority.... Dems were able to Impeach President Trump not once, but Twice.... With much less evidence of any sort of crime. But yeah, we have the most corrupt administration in recorded history, and we are going to settle for a meaningless censure vote so as not to appear rash?

Didn't the Republican members of the ethics committee vote Present? Does that mean that they're going to "look into it" and then do nothing?

Actually, the Present votes were last night. And at least some, if not all, were ethics committee members.

Looking at the history of censure, it sure is mostly democrats that misbehave to the level of being censured going back to the beginning.
He's kicked off his committees, but he has no shame.
