Since something in the range of 90% of the oceans are unexplored this is actually a pretty good theory. It makes more sense to me than the faster than light travel that is the basis for space based UFO's. Just my opinion.
Extraterrestrial beings in those UFOs are humans. Humans from the future, who can now time travel and who've mutated to the point that, to us, look quasi human. Makes sense to me.
I liked it better when our government was telling us - "there's nothing to see here, don't believe your own lying eyes or any testimony from credible eye witnesses... we will tell you if there is anything suspicious going on" ...
